Wow. That's a pretty grim story on a number of different levels. If the allegations of plagiarism are legit, there are some very serious questions about how that got past the dissertation review committee. I don't doubt that people have engaged in plagiarism on the dissertation level, but one hopes that it has been caught in most cases. And lifting 45% of your dissertation? Dang - that's bold.
The other troubling notion is that the student who brought the plagiarism to the school's attention was penalized for having done so. However, in most stories like this, there's more to the story than initially appears, so I'm not at all reluctant to believe that there's more info behind the student's punishment than the newspaper reports.
Still, it's all pretty ugly and doesn't reflect well on the school.

As an English teacher, I love google. If the kids ever go back to copying their work out of actual books, I'm sunk!
